Flash LIDAR simulation

OpenRAVE can now simulate a 3D Flash LIDAR. The sensor type is called
BaseFlashLidar3D and can be found in the basesensors plugin. The
sensors tutorial on the OpenRAVE wiki has been updated along with the
testlasersensor example. You can find it at:


For those of you how are interested in modifying the XML parameters,
look at BaseFlashLidar3DXMLReader::endElement in baseflashlidar3d.cpp
